In 2002, Al Itihaad al Islamiya, an Islamist terrorist group operating in Kenya, was suspected of working with the Al Qaeda when it attacked a hotel in Mombasa. The attack was a combination of tactics using suicide bombers and missiles. The first phase of the attack was the launching of two missiles at an Israeli chartered plane as it was taking off from the Mombasa airport, followed by the second phase, a suicide bombing of Paradise Hotel in Mombasa. The missiles missed the target, but the suicide bombing resulted in the deaths of 10 Kenyans and 3 Israelis. The RAND Corporation has estimate as many as 40 civilian aircraft were shot down between 1975 and 1992, causing approximately 760 deaths mostly in the warzone; while the Federal Bureau of Investigation (FBI) estimates that at least 550 civilian deaths have occurred through 29 attacks on civilian aircraft.
