Emni, also known as Amn al-Kharji, is the external operations branch of the Islamic State. Its goal is to export terror abroad, and in the West in particular. The importance of this IS branch came to light in particular since the November 2015 Paris attacks, and has grown ever since due to the wave of attacks across Europe.
