IntentActive shooter is a modern name given to an old tactical phenomena, describing an armed attack; when the attacker is arriving to its attack location with the intention of creating maximum fatalities at his attack location; the attacker will usually display undiscriminating violence with the intension of killing the maximum number of victims available; the attacker will usually be mobile and will move during the attack, as if to search for more victims and not as part of an escape attempt. This description is to place a difference between hostage taking scenarios or barricaded suspects with this particular phenomenon. 'Active shooter' is a tactical description of an attack model, while different motives could lead to the attack.
