2013 The Allied Democratic Forces had been hiding in the jungles of eastern Congo for years since it was driven from Ugandan territory in 2004. The group was formed in the early 1990s by Ugandan Muslims who said they had been sidelined by the policies of Uganda’s president and who want to rule Uganda according to Shariah law. Ugandan military officials have been warning about the rebels’ resurgence for several months, but they say they now believe that the rebels may be plotting an attack on Ugandan territory. The rebels have largely been quiet over the years, staging sporadic attacks on towns in eastern Congo and against Congolese military units. A United Nations report last year said those rebels “expanded their military capacity and cooperated” with Somalia’s Shabab militants. For an Update on the ADF refer the TRAC Insight: A Resurgence of the ADF is more Myth than…

Groups and individuals included in TRAC's database range from actual perpetrators of social or political violence to more passive groups that support or condone (perhaps unwittingly) such violence. The spectrum of violence represented by these groups is vast, from Jihadists who bomb train stations to financial institutions that transfer funds. Some groups that originally engaged in violence but have since become legitimate political parties are included to provide historical perspective. TRAC is in no way attempting to determine whether groups or individuals are terrorists -- only to convey reported information about their activities and official State status. While TRAC attempts to ensure the accuracy of its TRAC database, the entries in the database are from numerous different sources. Hence, TRAC cannot and does not warrant the accuracy of the entries in its database.
