Structure, Targets & TacticsThe Ingush Jama'at Shariat is a Muslim separatist group comprised of militants from Ingushetia; intend to establish an Islamic state independent from Russia. In media statements the Jama'at Shariat has justified attacks on unarmed members of the police, the ministry of internal affairs (MVD) and the FSB. The group is comprised of numerous para-military battalions, each with its own leader and the leaders reporting to a council of emirs, referred to as the Shura. The Ingush Jama'at Shariat battalions are present within most areas of Ingushetia. The group is linked to the deaths of predominantly Russian policemen, military personnel and officials.
