2007 Over a dozen armed groups formed purportedly for "liberating the Terai" relentlessly carryied out killings, abductions, extortion of hefty sums, explosions and seizure of property from locals. Most of the groups have their stronghold in Saptari, some 160 km southeast of capital Kathmandu. Most of the locally formed groups came into existence to fight for the Madhesi people, who, according to these groups, are regarded by the state as second-class citizens and remain deprived of equal participation in the government. In 2006 JTMM-G (Janatantrik Terai Mukti Morcha formed under the leadership of Jai Krishna Goit) split into two breakaway factions under the separate leaderships of Jwala Singh (JTMM-J) and Bisphot Singh (JTMM-B).
