Libya Dawn was established in July 2014 and is a significant political-military coalition force with its headquarters based in Tripoli, opposed to Khalifa Haftar’s Operation Dignity campaign. The coalition force includes members of Libya's Muslim Brotherhood, Berber aligned groups and Misrata battalions. Libya Dawn played a central role in the re-convening of the Libyan transitional political body the General National Congress (GNC), at the end of 2014, as the declared official government of Libya and seated in Tripoli. Unity within the coalition is primarily determined by opposition to General Khalifa Haftar, head of the armed forces of the International recognised government in Tobruk, the Council of Representatives. Opposition to Haftar stems from a fear that he wants to re-introduce a military style dictatorship in Libya. Groups and individuals included in TRAC's database range from actual perpetrators of social or political violence to more passive groups that support or condone (perhaps unwittingly) such violence.
