They function as a death squad unit, known for dressing in black hoods, who patrol the streets with assault rifles looking for suspicious activity. The alleged leader, Adil Hadi al Jazairi Bin Hamlili, was believed to be an Al Qaeda financier and assassin who also worked for the British Intelligence Service MI6 and the Canadian Intelligence Service CSIS.
