The Pagans formed in Maryland in 1959 and by 1965 had expanded rapidly. Pagans rank among the fiercest outlaw bikers in the U.S. with about 900 members in 44 chapters between New York and Florida. They are the only major gang without international chapters, although they have ties to gangs in Canada. Most chapters are in New Jersey, Pennsylvania, Delaware and Maryland.
