War Against Niger Delta Exploitation (WANDE) announced itself at the end of December 2018 with a seven point communique, announced in in Port Harcourt, in which the group has threatened to disrupt the 2019 Nigerian elections if the Federal Government fails to meet its demands on the development of the Niger Delta. WANDE threats include blowing up the headquarters of the Central Bank Nigeria in Abuja, the Eagle Square as well as major oil installations in Nigeria if the Nigerian Government should renew oil licenses to Shell Petroleum Development Company, SPDC, other multinationals and individuals who are not from the Niger Delta. The communique was signed by its spokesman, General Nomukeme. WANDE added that the group formation is in response to "the continued act of perpetual enslavement of the people of the region by the Federal government".
