On 20 August 2020, a total of eight members from the Northeast Cartel were killed in a confrontation with the Mexican Army northern boundaries of Tamaulipas and the United States. This attack, though it did not result in any casualties, was in response to that incident.



Members of the Northeast Cartel (CDN) shot at the military barracks in the Nuevo Laredo in an act of revenge.  Leaders of the Northeast Cartel ordered an attack on the facilities of the Military Barracks located on Doctor Mier Street , between Yucatán and Gómez Farías in the downtown area. According to the source's report, the action was so surprising and lightning that the soldiers did not have time to respond to the attack; however, no casualties were reported.

In the past week, various cartel hotspots in Mexico have seen a small surge in confrontation with elements of the Mexican Army, seemingly giving the appearance of a coordinated operation across the country in the fight against narcotics trafficking.

Many of Mexico's cartels are known for taking brash approach toward various elements of Mexico's law enforcement, including expressing their insolent sentiments toward law enforcement in their banner "marketing" threats and in their videos.


 

A total of eight members from the Northeast Cartel were killed in a confrontation with the Mexican Army northern boundaries of Tamaulipas and the United States. The clash occurred at the Luis Donaldo Coloso Coloso Boulevard, crossing with Paseo Loma Real, in the municipality of Nuevo Laredo, where the military was conducting surveillance on illegal activities.

According to the first reports, the events occurred this Thursday at 6:50 p.m., when an armed group, traveling in a pistachio-colored Ford Explorer pickup, was surprised by a military convoy that chased it to the small border town of Comales.

The Cartel members were dressed in military-style uniforms and some of them protected themselves with bulletproof vests.  Earlier reports state that prior to the confrontation with the Mexican Army, multiple clashes had taken place between the Northeast Cartel and their former allies, the Gulf Cartel.

Mexican authorities clashed with armed men on the night of 22 August 2020, with some reports stating that 6 of them were killed, and other reports stating 7. Although reports do not specify to which cartel the killed members identified with, Guanajuato is at the center of the turf war between the Santa Rosa de Lima Cartel and Jalisco Nueva Generacion Cartel, (CJNG).



At dawn on Saturday, 22 August 2020, a firefight ensued between State Public Security Forces (FSPE) and a group of armed men; the attack left 6 of the armed men dead on the Celaya-Salvatierra highway. At one scene, under a bridge of the junction to Rincón de Tamayo, a truck that hit a wall was found and four men were found carrying bulletproof vests, long weapons and grenades. 
 Approximately 500 meters away, another vehicle was found overturned and the body of another man. The intensity of the fighting and nature of weapons found resulted in additional patrols from the FSPE, the National Guard, the Mexican Army and the Criminal Investigation Agency being called in for support.

Yemeni Man Indicted on Charges of Lying to Joint Terrorism Task Force About Supporting Anti-American and Anti-Semitic Armed Insurgency

United States Attorney William M. McSwain announced that Gaafar Muhammed Ebrahim Al-Wazer, 25, of Altoona, PA, was charged by Indictment with three counts of making false statements to Task Force Officers with the Federal Bureau of Investigation’s Philadelphia Joint Terrorism Task Force. The defendant was previously arrested at his home in Altoona on November 7, 2019, pursuant to a Criminal Complaint, and has been detained since then, following a finding by U.S. Magistrate Judge Marilyn Heffley that he presented a risk of flight and danger to the community.

According to the Indictment and Criminal Complaint, FBI counterterrorism investigators questioned Al-Wazer, a Yemeni citizen, on May 17, 2016 about his affiliation with the Houthi movement, known formally as Ansar Allah. Ansar Allah is the armed rebel group that toppled Yemen’s government and has fought in an ongoing civil war there for years. Al-Wazer allegedly denied to the FBI that he was aligned with the Houthi movement, whose motto is “Allah is the greatest of all, Death to America, Death to Israel, Curse upon the Jews, Victory to Islam,” and further denied that he had ever fired a weapon or participated in military or militia training.

To the contrary, however, the court documents allege that a search of Al-Wazer’s Facebook account revealed numerous postings and photographs in which he extolled and praised Ansar Allah, its objectives and its fighters who were killed in battle against the Yemeni government and its Saudi and U.S.-backed forces. In these postings, Al-Wazer was armed with automatic weapons (including a rocket-propelled grenade launcher). Al-Wazer’s Facebook account allegedly included a posting of a photograph of him and others bearing automatic assault rifles and pledging that they would stay on the path of jihad and wishing death to the United States and Israel and victory to Islam. In another posting, Al-Wazer again bears a machine gun in a photograph, which is accompanied by a pledge to Ansar Allah to the death.

“Just as when Al-Wazer was arrested and detained in November 2019, today’s Indictment demonstrates that lying to counter-terrorism officers in the course of their official duties is a crime,” said U.S. Attorney McSwain. “Al-Wazer was welcomed into our country for the educational opportunities available here, and he is entitled to hold and express his political and religious beliefs as freely as anyone else in this country -- no matter how vile and disgusting they are. But what he cannot do is lie to federal officers when directly questioned about his activities and beliefs. I want to thank our partners in the FBI’s Joint Terrorism Task Force for their continued vigilance in this case.” 

“People have the right to their own beliefs — the FBI isn’t the ‘thought police,’ nor do we want to be,” said Michael J. Driscoll, Special Agent in Charge of the FBI’s Philadelphia Division. “But lying to federal agents about your ideology and your actions is illegal, for good reason. If the people we interview feel they can deceive us with impunity, false information will hobble vital investigations. We can’t allow the mission of our Joint Terrorism Task Force to be derailed like that. The stakes are just too high.”

"Let the indictment of Al-Wazer serve as an example that lying to federal officers is a federal offense, and those who do so will be held accountable to the fullest extent of the law," said Brian A. Michael, Special Agent in Charge of Homeland Security Investigations (HSI) Philadelphia. “HSI and our law enforcement partners are committed to pursue justice against those who seek to harm our country and our citizens.”

If convicted, the defendant faces a maximum possible sentence of five years’ imprisonment, three years of supervised release, a $250,000 fine, a $100 special assessment, per count.

Since the arrest of José Antonio Yépez aka "El Marro", the leader of the Santa Rosa de Lima Cartel, violence in the state of Guanajuato has increased. Although some of the violence can be attributed to attacks against government and law enforcement authorities, some of the more gruesome acts have been in connection with turf wars. With its cartel leader behind bars Guanajuato is regarded as vulnerable and up for grabs by other cartels.

Other cartels, such as the Jalisco Nueva Generacion Cartel (CJNG) have had a territorial "back and forth" with the Santa Rosa de Lima Cartel.  In mid-July, CJNG issued a video statement aimed at "El Marro" and declaring themselves as the "owner" of Guanajuato.  On 17 August 2020, the Santa Rosa de Lima Cartel issued a video response statement to the CJNG, although their statement failed to convey an equal display of power to that of the CJNG video statements.


TRAC Context

Juan Jose Esparragoza Moreno, also known as "El Azul" (English - The Blue One) was a former Director-General of the Dirección Federal de Seguridad (DFS) police agency before founding the now defunct Guadalajara Cartel. Once the Guadalajara Cartel disintegrated in the late 1980's, "El Azul" went on to be the leader of the Juarez Cartel and shortly thereafter, worked alongside "El Chapo" and "El Mayo" of the Sinaloa Cartel.

"El Azul" is probably the least known of the Sinaloa Cartel's "Top Three," and circa 2014, it was reported that "El Azul" had died of a heart attack and related complications from injuries sustained in an automobile accident.

Although "El Azul" has been named as "El Marro's" successor, TRAC has not yet determined or identified the person signing this new message as "El Azul;" if it's Moreno or if it is someone new who has resurrected the moniker of "El Azul."

In mid-July, to coincide with the birthday of "El Mencho," Jalisco Nueva Generacion Cartel issued a video aimed at "El Marro," with the message "Guanajuato has its owner."  The cartel promised to drive out the Santa Rosa de Lima Cartel and its leader, José Antonio 'El Marro' Yépez, from the central state of Guanajuato, where Santa Rosa is known as the most violent entity in the country.

Santa Rosa de Lima Cartel (CSRL) disseminates a video where they address "El Mencho" and make the assurances that they are still in charge and continue to operate in the state of Guanajuato. However, their message fell overwhelmingly short of being an organization equal in its display of power, as shown in the July 2020 CJNG video message to "El Marro."

This is the second operation by elements of the Mexican government in the past day, in which a successful operation was carried out against Mexico's cartels, with authorities seizing weapons.



The Single Command, the Mexican Army and the National Guard carried
 out a strong blow against organized crime. Four members of the faction of the Jalisco Nuevo Generacion Cartel (CJNG) that operates in Zacatecas and planned to enter the state to carry out narco-activities were arrested. 

In the security operation, firearms, more than two kilograms of drugs, communication radios, and other devices were secured.  

In addition, tarps similar to those that had been hung from different walkways around town were recovered. The tarps carried the message “CJNG. WE COME FOR ALL THE KIDNAPPERS, EXTORTIONERS, RAIDERS, AND CHAPULINES...WE REITERATE RESPECT FOR THE POPULATION AND TO THE GOVERNMENT ... ALIGN OR WE WILL ALIGN YOU."

The detainees responded to the names of 30-year-old Daniel, 24-year-old Nicolás, 20-year-old Eduardo de Jesús, and 23-year-old Jaime , presumably all from Zacatecas and who were subjected to search, assuring them of a significant number of objects that they were carrying. inside their backpacks.

Following the arrest of José Antonio Yépez Ortiz aka "El Marro", purported leader of the Santa Rosa de Lima Cartel in the state of Guanajuato, the Jalisco Nueva Generacion Cartel (CJNG) released a video celebrating El Marro's arrest and followed it with a promise of peace and safety for the residents in Guanajuato. This was after a month-long video "back and forth" between the CJNG and the Santa Rosa de Lima cartels over who will control Guanajuato.


 

Nemesio Oseguera Cervantes, alias "El Mencho", Señor de los Gallos or el Gallero, leader of the Jalisco Nueva Generación Cartel (CJNG) appointed 15 plaza chiefs. Among the appointees were two women, with the support of their armed wing called the Elite Group to create a corridor that will be in charge of drug trafficking in the state of Guanajuato. 

The CJNG allied with local organizations in the municipality of León, known as Los Durango, led by Antonio Javier Pérez García and the brothers Erick, Raúl and Noé Ayón Avilés; additionally, they allied themselves to La Unión de León, controlled by Juan Gonzalo Serrano Paredes, alias Gonzalo, Mario or Rata and Fernando Galván Ramírez, alias Fernando, Tío Fernando or Cuca. These, in turn, would receive orders from a woman identified as Ana Fabiola Mata Alfaro, considered the head of the Jalisco Cartel in the municipality of León, who heads drug trafficking, extortion, collection of floors and cargo theft . The other trusted woman  from Mencho appears to be in charge of the municipality of Irapuato, and her name is Josefina Yosany Ramírez Vargas, alias la Chepa.

Very close to the Lucha Social neighborhood in the municipality of Miguel Alemán in the border state of Tamaulipas in Mexico, a confrontation took place between elements of the National Defense Secretariat (Sedena) and cartel members. It is not clear what activities the cartel members were involved in at the time of the firefight, but the cartel members carried heavy-caliber weapons, bulletproof vests, and military-style uniforms with which they presumably sought to pose as soldiers. It was reported that weapons, capable cartridges and chargers were seized at the scene. 

It is also not known which cartel the members were from, as the area of the firefight is a territory of multiple cartels, most prominent being the Northeast Cartel (CDN) and the Gulf Gartel (CDG).
