The Islamic State Central Africa (ISCA) announced its presence in the DRC on 18 April 2019 claiming credit for the attack. Since then two more claims to credit followed. At the time of writing little detail is available on who exactly the ISCA is, but it does seem like a cell constituting only a few fighters.
