The Jaish al-Adl attack on the IRGC bus seems to be a much more sophisticated bomb construction than the previous attack just two week's prior also in Zahedan on 29 January 2019.  The indication is that Jaish al-Adl either recruited a new more experienced bomb maker or was trained by more experienced bomb maker in another location.
