A clear distinction is ever more present between ISWA and Boko Haram. Whereas Boko Haram is focused on opportunistic attacks, the ISWA is in the process of state formation in the Lake Chad region, where providing some sense of order and security is created as well as paying of taxes, providing an immediate financial stream of income beyond kidnappings.
