The Islamic State (IS/ISIS) has started using arson as part of their insurgency tactics in targeting farmers in Iraq not willing to pay taxes (Diya - ransom or blood money). It is the harvesting season in Iraq. In the Islamic State propaganda magazine, al Naba edition 183, an article was published on the use of arson as a tactic. IS is also using similar tactics in Syria's south Hasakah province.
